Airlines' treatment of passengers slowly improves

(AP) ? Flying is getting better. Honest.

For airline passengers grappling with fare increases, canceled routes and a seemingly endless parade of new fees, "better" may not be the first word that comes to mind. But based on more traditional yardsticks ? lost bags, delayed flights, lousy service and bumpings from full planes ? airlines are doing a better job, say private researchers who have analyzed federal data on airline performance.

Airlines are slowly, steadily recovering from their meltdown five years ago, when, under the strain of near-record consumer travel demand, their performance tanked. Industry performance for all four measurements was slightly better in 2011 compared with 2010, according to the report being released Monday.

"Airlines are finally catching up with what their promise is, which is getting you there on time 80 percent of the time with your bags," said Dean Headley, a business professor at Wichita State University who has co-written the annual report for 22 years.

"They realize that people are paying a lot more money, and the system is more complex than it was, and they have to do a better job," he said. "To their credit, I think they are doing a better job."

With higher fuel costs, airfares are trending up, although increases vary significantly depending on whether the passenger is flying between major airports, or is heading to or from a small or medium-sized airport, Headley said. As airlines cut back service to smaller airports, the cost of air travel in small and medium cities is increasing, he said.

"It really depends on the market you are in," Headley said, noting that in 2010 he paid $275 to fly round-trip from Wichita, Kan., to Washington, where he released that year's report. This year, the same trip cost him $360.

In judging quality of performance, low-cost carriers that mainly fly between large hubs tend to fare the best, Headley said. The large airlines that have been around since before airline deregulation in the early 1980s tend to fall in the middle. Regional airlines, which often fly smaller planes that have more difficulty avoiding storms, generally pull up the rear.

Airline performance last year was likely helped by a mild winter in much of the country despite an "October surprise" snowstorm that snarled the Northeast, he said.

Hawaiian Airlines did the best job of arriving on time with an average of 92.8 percent, while JetBlue Airways had the worst on-time performance, 73.3 percent. A flight is considered on time if it arrives within 15 minutes of when it was originally due.

Nearly half the 15 airlines improved their on-time arrival performance in 2011, and seven had an on-time arrival percentage over 80 percent ? Hawaiian, Southwest Airlines, AirTran Airways, Alaska Airlines, American Airlines, Delta Air Lines, and Mesa Airlines. The average on-time performance for the industry was 80 percent last year, just a tad better than 2010's average of 79.8 percent.

Mesa had the highest rate of passengers with tickets who were denied boarding, at 2.27 per 10,000 passengers. Such "bumpings" are usually due to overbooking. JetBlue had the lowest rate of bumped passengers, .01 per 10,000 passengers.

Ten airlines improved their denied boardings rate in 2011.

American Eagle, which is owned American's parent company, AMR Corp. of Fort Worth, Texas, recorded the largest improvement, and Atlantic Southeast Airlines had the largest decline. Jet Blue, with its near zero rate, and Hawaiian, with a rate of 0.11 per 10,000 passengers, were clearly the industry leaders in avoiding bumping incidents. Industry performance was better in 2011 with an average bumping rate of .78 per 10,000 passengers compared with 1.08 the year before.

AirTran had the best baggage handling rate, 1.63 mishandled bags per 1,000 passengers. American Eagle had the worst baggage handling rate, 7.32 mishandled bags per 1,000 passengers. That was more than double the industry rate of 3.35.

Seven airlines improved mishandled baggage rates in 2011: Alaska, American, Atlantic Southeast, Delta, Frontier Airlines, JetBlue and SkyWest Airlines. The mishandled baggage rate for the industry decreased from 3.49 per 1,000 passengers in 2010 to 3.35 last year.

Southwest Airlines once again had the lowest consumer complaint rate, 0.32 complaints per 100,000 passengers; United Airlines had the highest consumer complaint rate at 2.21.

Headley attributed United's high complaint rate to rough patches in the airline's merger with Continental. The airlines, which merged their reservation operations in March, now operate under the United name.

The overall rate of customer complaints was virtually unchanged, 1.19 in 2011 compared to 1.22 in 2010. Only five of 15 airlines improved their customer complaint rates for 2011 ? AirTran, Delta, Frontier, Hawaiian and JetBlue.

The majority of complaints fell into four categories: flight problems, 34.9 percent; baggage, 14.3 percent; customer service, 12.1 percent, and reservations, ticketing and boarding, 11.2 percent.

The ratings are based on data submitted to the Transportation Department by the 15 airlines who carried the most passengers domestically last year ? AirTran, Alaska, American, American Eagle, Atlantic Southeast, Continental, Delta, Frontier, Hawaiian, JetBlue, Mesa, SkyWest, Southwest, United and US Airways. Headley and Purdue University aviation technology professor Brent Bowen, co-writer of the report, are scheduled to release an overall ranking of performance on Monday. The Oakland Unified School District wants to be the first major urban school district in the nation to guarantee universal access to primary health care to all its students.

Nine new school-based health centers providing primary care to students were opened or will open between 2010-2012, for a total of 26 throughout the district.

?The greatest challenge of education is the concentration of poverty in urban school districts,? said Alex Briscoe, Director of Alameda County Health Care Services Agency, adding that Oakland schools are a prime example of that challenge.

That kind of poverty, and the health problems that accompany it, can also have a direct impact on how students learn.

?Teachers know that they cannot teach if kids are not in class because they are sick, or their asthma is out of control,? said Serena Clayton, Executive Director of the California School Health Centers Association.

But the concentration of poverty in urban schools also means that a majority of OUSD students qualify for Medi-Cal. When the County opens health centers on or near school campuses, they are reimbursed for most of the services they provide.

Students get services including mental health counseling, physical exams, sports physicals, first aid, vaccinations, dental screenings and treatment, STD screening and treatment and health education about nutrition, fitness, puberty and sexual health at the clinics. Clinic staff also enrolls students in insurance programs and refers them to providers off-site.

Twenty years ago, studies showed adolescents among the least likely to have access to health care and having the lowest rates of primary care use of any age group in the U.S.

That?s what schools, public entities and non-profits have done over the past three decades, starting with teen health centers in high schools that offered preventative health services. Healthy Start began making grants to hundreds of schools for school-based services in the 1990s.

Now there is a more unified effort to provide comprehensive primary care on or near school campuses. All 26 school-based health centers in Alameda County are built and funded through the county, but run by community health clinics.

?They are not just a clinic in a school, they are part of a broader healthcare system,? Briscoe said.

Serena Clayton says school-based health centers provide a unique value to the healthcare system. ?They can monitor chronic disease on a daily basis,? Clayton said. ?They can do education in a way no one else can?in a classroom 1-on-1 with students.?

Gone are the days of a school nurse sitting in an office waiting to give a student a band-aid. ?We have one of the lowest school nurse ratios in the country,? Clayton said. Today, school nurses are integrating into school-based health centers.

The Oakland-based Native American Health Center is involved in six school-based health clinics, two of which they run. Nurse practitioner Bonnie Trinclisti runs the Native American Health Center?s Adolescent Program. Over the past twenty years, she?s seen Oakland?s school-based health centers grow from four nurse stations to 26 clinics.

She spends half her time administering the program and half her time meeting kids in 15-minute blocks at the school-based health centers. ?I do primary care?a lot of reproductive health,? said Trinclisti.

?The biggest barrier to care for kids is their parents,? Trinclisti said. She says it is difficult for parents to take a day off of work to take their child to the doctor off-site. But once kids are in middle or high school, they don?t need a parent with them at their appointments.

Providing mental health services is the biggest challenge at the clinics. ?You can?t get anybody to pay for them,? Trinclisti said. ?Mental health is more needed than any other single support for kids in schools.?

The unmet needs for mental health services and dental access have been the largest complaints about the health care system over the years, Serena Clayton said. Recently, there?s been more funding for dental programs, primarily for prevention, screening, varnish and sealants.

School-based health centers, Clayton said, are the epitome of the principals of health care reform?to transform the way health care is delivered through inexpensive preventative care. Little of the funding for school-based clinics, however, came from the Affordable Care Act.

The Affordable Care Act did provide $100 million for significant and pressing capital needs to improve delivery and support expansion of services at school-based health centers in 2011. The Health Resources and Services Administration awarded a total of $1.2 million in Alameda County to the Oakland Unified School District, Alameda County Health Care Services Agency, Native American Health Center and Tiburcio Vasquez Health Center.

Serena Clayton originally hoped that the Affordable Care Act would support ongoing operations at the clinics. Support for those expenses are included in the legislation but the funding was not approved.

After grad job slump, big hiring is back at U.S. colleges

NEW YORK (Reuters) - Sean Chua expected the hunt for his first job after college to be tough. After all, he watched his brother struggle to find a position when he graduated back in 2008.

But his fears were unwarranted. The 21-year-old justice major at American University sent out only seven resumes before getting an offer earlier this month from IBM for an IT consulting job, making him a beneficiary of a turnaround in the labor market for U.S. graduates. "My mom's first position was with IBM so she is particularly proud," says Chua.

Hiring is back in a big way on many college campuses, one of several signs a recovery in the U.S. jobs market is gaining traction. After four years during which many students graduated to find no job and had only their loans to show for their studies, most college campuses are teeming with companies eager to hire.

A survey by the National Association of Colleges and Employers (NACE) found 2012 hiring is expected to climb 10.2 percent, above a previous estimate of 9.5 percent.

Companies such as General Electric, Amazon, Apple and Barclays Global are looking for new staff, even if some firms remain below the pre-recession levels of new hiring. In another sign of the recovery, some first-time job seekers are receiving multiple offers.

At University of North Carolina-Chapel Hill, the career service office has seen up to now a 7.4 percent increase in the number of interviews of students by potential employers from last year and the number of companies seeking to recruit for full-time jobs is up 9.2 percent.

Undergraduate business majors reporting full-time job offers is up about 10 percent.

Career experts at a dozen of U.S. schools said they have seen an increase of 15 to 30 percent in the number of companies attending campus career fairs. At University of Florida, the fall career fair garnered 15 percent more companies in attendance than in 2010.

And 150 companies asked to conduct interviews versus about 100 in recent years, said Ja'Net Glover, associate director of employer relations at the school.

The increase in demand was so significant that it was the first time in years the school had to use both the first and second floors of the school's basketball facility for interviews.

"It's kind of like a no-brainer," says Kathy Sims. Director of Career Services at UCLA. "The economy is better and the college recruitment market is improving."

While the U.S. jobless rate fell to 8.3 percent in February, unemployment among college graduates over the age of 25 stood at 4.2 percent. Historically, their jobless rate is half that of Americans with only a high school education. Over the recession, unemployment among graduates climbed as high as 5 percent, sparking protests over the rising tuition cost of some U.S. colleges.

U.S. unemployment data for March, due for release on April 6, is expected to show a total of just over 200,000 jobs were created in the month, keeping the overall unemployment rate at 8.3 percent.

BACKLOG FROM PAST YEARS, INTERNS SOAR

College graduates' earnings are also on the rebound. NACE says the median wage for first-time job seekers after college for 2012 is up 4.5 percent higher than a year ago to $42,569.

Chrysler said it plans to hire 400 interns this year compared to 256 in 2011. The automaker has also hired almost 4,000 salaried employees since June 2009, about a quarter of which are new college graduates.

The pick-up in hiring extends to industries that were among the hardest hit during the financial crisis. Schools report that banking and financial services companies have returned to campus for the Class of 2012.

It's a stark contrast from just a few years ago when smaller firms appeared on campuses to replace the corporations no longer showing up.

"Even students with lower grades are finding opportunities," says Notre Dame's Svete, who believes job placement at the school is up about 7 percent. In 2009, only 75 percent of students had jobs or plans for graduate school at graduation. This year, the school expects that to climb to 85 to 88 percent, closer to the 90 percent level of 2007.

Nathan Pace, a senior at American University, hasn't yet found a job, but is confident for his future job. He started the college four years ago and he has since seen each class of graduating seniors have better luck finding jobs.

Many of his friends recently secured job offers. "The vibe on campus is that people are excited," says Pace.
