Change? We Don't Change! Leadership Insights on Change ...

Change is not a nice word for many people. Unless you fall into that small percentile of people who embrace change immediately (like those?itching for a new ipad to be released), most change in life takes communication and a development of understanding. You know what I mean, for instance, 'Tell me why that change benefits me again?!'

In Organisation Development & Change (Waddell, Cummings and Worley, 2000), some tips of change management are highlighted. They say for effective change management you need to:

• Develop political support for the change
• Manage the transition of the change
• Sustain momentum after the change is complete

These leadership insights are obviously written for organisations, and the managers and employees who?are implementing changes to their workplace.?Whether you are a leader in a church, a non-for-profit, a business, or even if you are seeking to make some change in your home environment, keep reading on.

Motivating Change

For people to want to embrace change, they need to be motivated to change. There needs to be a readiness for change. You can create a readiness for change by 'revealing discrepancies between current and desired states' (Waddell et al.: 152). For example, if the change is the moving of equipment, it's helping people understand that the equipment is more desirable to be in the new location than its current location, that is, the change is worthwhile!

Create a Vision

The vision can simply create excitement or 'buy-in' for the change by 'providing a compelling rationale as to why change is necessary and worth the effort' (Wadell et al: 155). Develop Political Support

I would probably word this differently from the authors of Organisation Development & Change. Personally, as an Officer of The Salvation Army and minister of a local church congregation, I would grab hold a God-given change project (e.g. an extension of a building, the employing of someone new, or the expanding of a particular ministry), and then seek to help people understand the purpose of the change. This may well be the same as eliciting political support, but I would much rather see it, as gathering support and developing understanding from all levels of the organisation and all key stakeholders, so that they can see the benefits of the change. This differs slightly from the idea of needing to canvass political support, like its some sort of democratic process where people vote on whether this is the right change or not. I would possibly call this, 'Develop Organisational Understanding of the Change'.

Manage the Transition

The change process is not just about communicating a clear vision of the benefits of the change. Nor is the change process just helping all levels of the organisation understand the change. You must manage the transition of the change.

Years ago,?in?the church I was in,?we transitioned into a new facility on a Sunday morning. We spent months communicating the rationale for the change; sharing the vision; getting people excited. This was all great, but without a smooth (or as smooth as possible) a transition into the new building, people would become dispondent and disappointed. They would no doubt say things like, 'It would have been better if we left things as they were!' This is why you need to make a smooth transition! Write a flowchart, mindmap or use a big whiteboard. Try to nut out the logisitics of the project. Think about people, finances, equipment, etc. Consider the hows and whys and whens... There is so much more to say, but we'll leave that for another day.

Sustain Momentum

For the example of the moving location of the church gathering, it was important to continue to create excitement and momentum following the change. For example, we wanted people to continually understand the increased value of being in a new location compared with the previous location. Since we had to set up this new location every week for our time together as a church, it was imperative to communicate the value of the change continually. We had to sustain momentum.

Kristen Stewart and Robert Pattinson: Not Speaking!

Robert Pattinson has moved out of the home he shared with Kristen Stewart, that much we already knew.

But a fresh report suggests these stars are not utilizing Skype or sending texts or even dropping any direct Facebook messages: Stewart and Pattinson are not speaking at the moment, People sources say.

The impasse, of course, is a result of Stewart's admitted affair with Snow White and the Huntsman director Rupert Sanders.

Mass. dad shoots his 2 kids, 1 fatally, kills self

WORCESTER, Mass. (AP) ? A man who had recently separated from his wife shot his two children, killing his 7-year-old daughter, before committing suicide, prosecutors said.

A family member called police Saturday night after finding the bodies of 41-year-old Daryl Benway and his daughter, Abigail, in the master bedroom of their two-story Oxford home, Worcester County District Attorney Joseph Early Jr. said.

Benway's 9-year-old son, Owen, was found shot in the head in the kitchen and was taken to UMass Memorial Children's Medical Center in serious condition. Owen has been in pediatric intensive care, a spokesman for Early said Sunday. He said he had no additional information about Owen Benway's condition, and a hospital spokeswoman would not comment.

Benway's wife, Kelleen, returned home after the shootings, unaware of what had happened, and found a swarm of police cruisers and television crews, Early said. She was taken to the children's hospital, where authorities told her the fates of her children and husband.

Neighbors told the Telegram & Gazette that Daryl Benway's brother Shawn lived on the first floor of the home with his wife and mother. Shawn Benway called 911 to report the shootings, Early said.

Early said he couldn't speculate on a motive. He said the Benways separated weeks ago but were still married.

No restraining orders had been filed against Daryl Benway, and he had no criminal record, the DA said. He had a gun license that expired in 1999, Early said.

On Daryl Benway's Facebook page, his profile picture posted in December showed him with his family in front of a Christmas tree. He described the woman next to him as "my Beautiful wife Kelleen." Owen stood in front of him in a white dress shirt and red plaid tie, while brown-haired Abigail wore a black and white dress with a black hair bow.

Daryl Benway listed his place of employment as TJX Cos., which operates discount retailers TJ Maxx, Marshalls and HomeGoods, as well as Ross Stores Inc.

Several years ago I wrote ?Humbled in Taiwan,? a commentary for The British Medical Journal.

The piece was prompted by a conversation between a health services researcher and the head of health information technology of Taiwan?s Bureau of National Health Insurance, which administers Taiwan?s single-payer national health insurance system. By that time, virtually all of Taiwan?s claims were billed electronically.

In that conversation, the bureau?s head of health information technology lamented that some hospitals and physicians in Taiwan still failed to submit fully completed claims forms for encounters with patients within 24 hours of the encounter.

Twenty-four hours?

In the United States, claims settlement for medical procedures under private health insurance can take up to three months; it takes about three weeks for Medicare. As I noted in my commentary for The British Medical Journal, ?private health insurance companies in the United States count themselves lucky if high-priced actuaries can tell them in the middle of the year what the carrier ultimately will have to pay the providers of health care for services rendered in the previous year.?

Since 1995, Taiwan?s 23 million people have enjoyed universal, comprehensive health insurance coverage under its single-payer national health insurance system, which is financed by a mixture of payroll contributions from employers and employees and government subsidies.

The system is administered by the Bureau of National Health Insurance, whose administrative budget absorbs less than 2 percent of the system?s total spending for health care benefits. Over all, Taiwan spends about 6.9 percent of its gross domestic product on health care, compared with close to 18 percent spent in the United States. (More detail on the genesis of the system and its modus operandi can be found in this article in Health Affairs and on the bureau?s Web site.)

About two weeks ago, I attended the Europe-Taiwan Health Dialogue, held in Taipei. That two-day conference was sponsored jointly by Taiwan?s Department of Health and the European Health Forum Gastein, whose European Health Forums are among the leading platforms for discussions on health policy and are attended by participants from around the world. (My travel to the conference, to which I was invited as an academic expert, was underwritten by the Department of Health.)

As an American, I found myself humbled again by a presentation, ?Information Technology and Patient-Centered Care ? the Case of Taiwan,? delivered by Dr. Min-Huei Hsu, director of the Medical Informatics Center of Taiwan?s Department of Health.

Dr. Hsu?s presentation brought to my mind a chapter on health information, which, as chairman of the New Jersey Commission on Rationalizing Health Care Resources, I wrote for the final report published in January 2008. In that chapter I sketched out the vision for a 21st-century health information system for New Jersey that had emerged from discussion among the commissioners.

Alas, more often than not, the work of such commissions amounts to howling into the wind in our latitudes. It certainly did in that case.

But, in Taiwan, I saw much of such a system in place and fully operating, and mused how long it might take New Jersey, and much of America, for that matter, to come this far.

In Taiwan, the Department of Health, the very active Bureau of Health Promotion, the Centers for Disease Control and other governmental administrative functions are linked in a network that allows a select set of professionals access to its database, under strict controls to secure privacy. Clinics, hospitals and pharmacies are also linked to this central database.

Among other things, this data system allows the guardians of public health to detect quickly the incidence of certain illness that may be infectious, such as severe acute respiratory syndrome, or SARS.

Now in its third year is a clinical interface among health care facilities that already includes half of Taiwan?s 500 hospitals. By 2016, all Taiwan?s hospitals and 20,000 clinics where physicians practices are to be on this electronic medical record system.

This data system allows physicians in one hospital or clinic to get access to an individual patient?s medical record, but only under strict conditions of privacy. The record includes hospital discharge summaries and medical records from outpatient visits, including prescriptions, lab tests and digital images. Such data-sharing among clinicians in different health care facilities or systems is rare in the United States. Again, roughly half of Taiwan?s 500 hospitals are already linked in this way, in the system?s third year.

To access a patient?s file requires that the physician has an authorized digital signature to do so and, more important, that the patient has swiped his or her own, personal electronic smart card through the specialized card reader on every physician?s desk, thus authorizing the access.

That card reader has slots for both the patient?s and the physician?s electronic smart card. It links patient and physician directly to the data center of the Bureau of National Health Insurance at the very time the encounter takes place. Thus it allows the bureau to track health care use virtually in real time and also to monitor the behavior of patients given to excessive doctor shopping.

Touring a rural area, we saw mobile clinics on wheels, equipped with imaging devices (mammography scanners, sonar scanners and X-ray machines) for general check-ups of rural populations in remote areas. In front of the mobile clinics sat young technicians with laptops, linking to the Bureau of National Health Insurance data center both patients and physicians, with the latter also having access to the patients? medical records.

The information network also includes electronic kiosks in hospital lobbies; about half of Taiwan?s hospitals now feature such kiosks. Using a secure identification card, a patient can make an appointment with a doctor or review her own medical record, including results from tests or scans. To find more about what the test results might indicate, she could use electronic links to explanations. Finally, since all medicines are bar-coded, she might consult the kiosk about the specifics of drugs prescribed for her.

Currently in the field are pilot studies for a national tele-health project for long-term care.

I am sure that there are pockets here and there in the United States with similarly advanced health information technology. Kaiser Permanante, for example, is bound to be as advanced and perhaps even more so. The Veterans Administration is known for its electronic health information system. Some larger health systems and academic health centers may also have highly developed intra-system information systems.

But I wonder how many Americans today can walk up to a multifunction kiosk, find their own medical records, make appointments with doctors and learn there about lab tests and prescription drugs. I wonder how many American doctors today can reach their patients? complete medical records across different health care facilities and systems.

I do not want to romanticize Taiwan health care. Like any health system, it has its share of problems, all the more so because, at only 6.7 percent of G.D.P., the system is underfunded by at least a percentage point or so, using international standards.

I also am persuaded that Taiwan needs a larger supply of doctors. Nor would even Taiwan?s health experts assert that their health information system is perfect. It remains a work in progress.

But a national health system must be judged not only by the level of health care it delivers, but by what it offers its citizens for the money they spend on it ? by its cost-effectiveness, in professional jargon.

In the United States, the Business Roundtable concluded in a 2010 study that given its high level of spending on health care, the American system shows a 23 percent value gap relative to what Europeans spend and get in return, and a 46 percent value gap relative to spending in Asian countries, including Taiwan, Japan, South Korea and Singapore.

At its best, the American health system probably is unrivaled in the world, staffed by highly trained and hard-working doctors and nurses. For the most part, it boasts luxurious health care facilities.

Oddly and sadly, however, the United States has yet to harvest the full benefits of modern electronic health information. Our nation?s engineers and entrepreneurs design smart hardware and software for health care, but we do not seem to use our own products as smartly as do many other countries.

HP has acknowledged that it's been working on a Windows 8 tablet; it just hasn't mentioned whether or not the rumored Slate 8 is part of its plans. Imagine our surprise, then, when we're told that HP's 60-second "Make It Matter" commercial ends with an unannounced yet familiar-looking tablet right at the 56-second mark. There's only a fleeting glimpse, but it shows a metallic-looking body with a large black antenna window -- the combination of which would fit in with the Slate 8's purported aesthetics. We've asked HP whether or not this is a clever teaser for a real product or just as conceptual as the rest of the ad, and we'll let you know if we hear back on the subject. On July 17, a 24-year-old online business woman (name withheld in accordance with the family?s wishes) from Hangzhou, Zhejiang province died in her sleep after a long day of work in her online shop. ?According to records on her micro blog, she had been extremely busy trying to keep up with orders, taking pictures of new arrivals, and asking her friends for advice on how to improve the business. ?A post on the deceased?s blog stated ?After spending more than 12 hours a day in front of the computer these days, I am extremely tired, but I cannot give up my shop. When the news of this woman?s reached China?s online community, bloggers flooded the net, posting over 377,865 times by 4:30 pm on July 20. Many netizens expressed their sorrow over the woman?s death and reflected on their own similar lifestyles. Why Great Boarding Schools are Like Cults | articlereference.net

With the myriad of boarding schools available for parents to consider sending their children, it?s important to think about the critical factors as they apply to each individual child. At the same time, there are boarding schools built on universal pillars of educational excellence that surpass traditional public schools by far. Primarily, a great boarding school should be cult-like.

Parents might be alarmed at the idea of sending their children to a cult-like school, and rightfully so. The mass media have traditionally cast cults in a negative light, conjuring images of hypnotic mind-control, unhealthy rituals, and demanding the abandonment of family loyalties. This is not the kind of cult referred to here. A healthy cult does not function by instilling fears and phobias into children. Instead, a cult builds a culture on a set of strong values that typically run counter to average groups of people. In short, excellence is not average by definition. Therefore, it is necessary to create a culture that rises above average by design. Only a cult is capable of producing excellence in a systematic manner, and so a boarding school for boys or girls will only produce excellent results if it functions like a cult does.

The reason why a cult structure is necessary is simple; a cult defines its culture by isolating its members, to a degree, from ordinary people. It can be observed that excellent performers in any field tend to mingle with other excellent performers. This is not an accident, and it can be replicated with every single student. The reason why many students leave public schools only to enter into mediocre or low-paying jobs rests with the fact that public schools are not designed to create a culture of excellence. Any average student, regardless of race or background, can become an excellent student. The most effective and proven way to accomplish this effect is through an immersive boarding school environment, where students learn to think and speak using the language of excellence. It is language that separates a cult from an ordinary group of people.

A dangerous or destructive cult uses the language of fear to define its values. A strong and healthy cult uses language of striving and expansion. Bad cults are like criminal gangs; they engender psychosis in otherwise normal people. Good cults are more like professional baseball teams: welcoming, but demanding. They instill the drive to achieve great results in otherwise average people. Cults are neither inherently good nor inherently bad. They tend to create highly focused individuals who think differently. It might also be said that a bad cult uses brainwashing to manipulate the minds of its members, whereas a good cult empowers students to recondition their own minds by their own choice.

When evaluating prospective boarding schools for your child, take a look at the way students stand and conduct themselves. Watch the way they make or avoid eye contact. Observe their posture and listen to the way they speak. If the school is cult-like in a healthy way, you will hear a consistent degree of genuine confidence in the air. You will observe the students moving in sync, but not too much so. A red flag to watch out for is mechanical behavior. If the movement of students seems too tense, or too rhythmic, this is a sign that a boarding school may be employing unhealthy conditioning techniques.

House passes Fed audit bill; measure seen dying in Senate

WASHINGTON (Reuters) - The House of Representatives overwhelmingly approved legislation to subject Federal Reserve monetary policy to audits, although the measure is expected to die in the Democrat-controlled Senate.

The legislation written by Republican representative Ron Paul, whose anti-Fed crusade prompted a presidential bid and his grass-roots folk-hero status, passed the House by a 327-98 vote on Wednesday, exceeding the two-thirds majority needed.

Eighty-nine Democrats joined 238 Republicans to approve it.

Fed officials have long fought the audit bill, arguing it would compromise their independence and politicize monetary policy decisions.

But the vote showed bipartisan support for greater scrutiny of the U.S. central bank's powers which were expanded to help it tackle the financial crisis.

"I don't know how anybody could be against transparency," Paul said during a debate on the floor of the House on Tuesday, adding that Americans deserved more details of the Fed's bank rescue deals and support to foreign central banks.

"They're sick and tired of what happened in the bailout and where the wealthy got bailed out and the poor lost their jobs and they lost their homes," said Paul, who retires at year-end.

"It's time that we stood up to the Federal Reserve that right now acts like some kind of high, exalted priesthood, unaccountable to democracy," added Dennis Kucinich, a Democrat who is losing his seat due to a primary defeat.

Many Republicans and some Democrats have criticized the Fed's extraordinary measures to rescue banks and buy mortgage and Treasury debt, saying the central bank has strayed into Congress' fiscal policy territory.

They say the Fed's actions to ease the 2007-2009 recession may have planted the seeds of high inflation in the future.

Boeing 2Q net income up; raises outlook

NEW YORK (AP) ? Boeing Co. posted an unexpected 3 percent improvement in second-quarter net income on strong sales of commercial airplanes. The results surprised Wall Street and the company raised its earnings forecast for the year.

The results announced before the markets opened Wednesday eased investors' fears of an imminent slowdown in the company's defense unit, which produces Chinook helicopters and F-18s among many other aircraft models. They also highlighted strong growth in the company's commercial airplane unit which has been rapidly increasing the pace of production for some planes to meet demand.

Shares rose more than 2 percent in premarket trading.

The Chicago company reported net income of $967 million, or $1.27 per share, for the April-June period compared with $941 million, or $1.25 per share, a year earlier.

Revenue jumped 21 percent to $20 billion from $16.54 billion a year ago.

Analysts polled by FactSet had expected earnings of $1.13 per share on revenue of $19.28 billion.

Defense revenue rose 7 percent, while revenue in the commercial airplane division jumped 34 percent. The divisions are roughly the same size, but some observers fear they will go in opposite directions.

Boeing's defense unit is vulnerable to potentially severe military spending cuts in January. The cuts would be automatic unless Congress agrees to an alternative for cutting the deficit. The military would face $492 billion in cuts over a decade, with domestic spending reduced by another $492 billion over 10 years.

But it's clear the unit is still holding strong. The second-quarter revenue growth is about the same as Boeing saw in the first three months of the year. Defense contractor Lockheed Martin had reported second-quarter results that surprised Wall Street earlier.

Boeing's commercial airplane unit, meanwhile, is rapidly speeding production and deliveries of its new 787. That will move planes that have been mostly finished, but undelivered, out of inventory and turn them into cash. Boeing is also booking firm orders for its new 737 Max, a redesigned version of its classic 737.

For all of 2012, Boeing Co. now expects to earn $4.40 to $4.60 per share, up from between $4.15 and $4.35. Still, that new forecast is mostly under what Wall Street is banking on. Analysts predict $4.57 per share, on average.

Its shares rose $1.97, or 2.7 percent, to $74 in premarket trading Wednesday.

SNAICC has cautiously welcomed the Australian Government?s announcement that it will review Budget Based Funding (BBF) Program, under which many Aboriginal and Torres Strait Islander early childhood services are funded.

?SNAICC Deputy Chairperson (Early Childhood) Geraldine Atkinson said SNAICC had long advocated for changes to the BBF program to enable better delivery of services to Aboriginal and Torres Strait Islander children and families.

?Ms Atkinson said SNAICC saw the review as an important opportunity to improve support to Aboriginal and Torres Strait Islander services and remove some of the factors inhibiting their capacity to deliver programs. These include heavy administrative and reporting workloads, inadequate funding and a single-year funding model that creates uncertainty and prevents long-term planning.

??Our services have been significantly under-funded for the past 20 years, despite a growing demand and the fact they provide holistic, affordable and flexible programs that meet the needs of parents, and the cultural and educational needs of our children at the most crucial stage of their development,? Ms Atkinson said.

??We expect the evidence that emerges from a genuine consultation process will demonstrate the real need for further operational funding. BBF services should not be expected to operate for far less than other services.?

?However, Ms Atkinson said SNAICC was concerned the Government?s discussion paper was not opening any scope for increased funding to the BBF program ? a critical issue currently forcing many services to become mono-functional.

She said it was crucial the review took into account the various important roles that these services play in the community beyond childcare.

??Our services, including the Multifunctional Aboriginal Children?s Services ? or MACS ??are very distinct from mainstream services. They serve all the children in the community, not just those who walk through the door.

??They are community hubs, providing a range of services including outreach to families in need of but not accessing support, and a link for Aboriginal and Torres Strait Islander kids between home, community life and school.

??The child, family, culture and community are central in the MACS model.?

?Ms Atkinson said SNAICC was pleased the Government recognised the importance of reviewing how the BBF program can ?better be targeted to support access to ECEC (early childhood, education and care) services where market failures would otherwise exist?.

??Access to affordable services is vitally important to the wellbeing and future of Aboriginal and Torres Strait Islander children, families and communities in rural and remote areas,? Ms Atkinson said.

?She said the success of the review would hinge on the consultation process.

??We call on the Government to ensure its consultations ? with families, services and communities ??are culturally appropriate, genuine and will enable meaningful discussions.

??This requires significant notice to people to participate, requires time to sit and yarn with people on the issues, and requires openness about what the solutions may be.?

?Ms Atkinson said the Australian Human Rights Commission has developed clear and simple principles for consultation with Aboriginal and Torres Strait Islander people and called on the Government to use these principles to conduct its review.

?She urged everyone to get involved in the consultation process ??Aboriginal and Torres Strait Islander parents, services, peak bodies and community organisations.
