UPDATE 4-Spain debt rises on aid to banks, regions

Sat Sep 29, 2012 9:22pm BST

* Spain details cuts to health, education

* Debt-to-GDP ratio to rise to 90.5 percent by end-2013

* Budget deficit rises to 7.4 percent including bank aid

* Gross debt issuance rises to 207.2 billion euros in 2013

By Andr?s Gonz?lez

MADRID, Sept 29 (Reuters) - Spain's debt levels are set to rise next year, piling pressure on the government to apply for aid as it pours funds in to cash-strapped regions, an ailing banking system and rising refinancing costs, its budget showed on Saturday.

Spain's debt as a ratio of gross domestic product will reach 90.5 percent by end 2013, according to the document presented to parliament for approval, almost three times that registered before the property bubble burst in 2008.

The budget aims to make savings of around 13 billion euros ($16.7 billion) next year, largely by deepening already unpopular cuts in public sector wages, education, health and social services, fuelling anti-austerity protests.

"This is an austerity budget, but will serve to help us get over this long economic crisis and once again show that Spain is a trustworthy partner within Europe," Treasury Minister Cristobal Montoro told journalists after delivering the budget.

Spain is at the centre of the euro zone debt crisis as nervous investors demand ever higher premiums to hold Spanish debt on concerns the government cannot control its finances in the midst of a deepening recession.

Calls by wealthy northeastern region Catalonia for independence and the rising number of demonstrations on the streets of major cities have stoked doubts Spain can fix its problems without help.

Thousands of protesters gathered on Saturday in Madrid's Neptune plaza, between the Prado Museum and Parliament, for a third time this week to vent anger at politicians they accuse of pillaging the welfare state to bail out badly-run banks.

"This has to change. We have to show them we are not an anti-system minority but represent Spain's discontent and we are many. You only have to see the unemployment rate to see that," said state school teacher, Montse, 44, who was at the march with her unemployed husband and 11-year-old daughter.

Unemployment in Spain is more than double the European Union average, with half of all working-age under-26s unable to find jobs and shattered businesses laying off employees they cannot afford to pay.

Prime Minister Mariano Rajoy has delayed any plea for aid, which would kick-start a European Central Bank plan to buy debt and ease financing costs, though this week has passed reforms and the budget plan in what many see is an effort to pre-empt the likely terms of a bailout.

Rajoy, who said he is considering the conditions behind any aid request, is widely expected to wait until after regional elections in Galicia and the Basque Country before taking any decision.

RISING BORROWING NEEDS

The budget details spending cuts of 3.1 percent in health, 14.4 percent in education and 6.3 percent in unemployment benefits, as the recession, which began in the first quarter, drags on.

Spain will also slash state funding to commerce, tourism and small, and medium-sized companies by 18.8 percent and infrastructure by 13.5 percent.

The government will increase its reliance on international markets for funding next year, with gross debt issuance requirements of 207.2 billion euros, after budgeting in 2012 for gross issuance of 186.1 billion euros.

The cost of financing its debt, as benchmark 10-year bond yields rise to near unsustainable levels of above 6 percent, is expected to increase to 38.6 billion euros, or 3.6 percent of GDP, in 2013, the budget showed.

The Treasury must pay debt redemptions of 159.2 billion euros in 2013, up slightly from 153.2 billion euros in 2012.

The increase in the debt-to-GDP ratio was due the economic crisis and the effect of state instruments on public accounts, the Treasury said in the document.

The instruments include the power deficit bond programme, FADE, the service provider fund for regional governments, Spain's part in aid granted to Ireland, Greece and Portugal and the recapitalisation loan for the country's banks, it said.

Brussels on Thursday said the budget was a large step in the right direction. But many economists expressed doubt Spain's conservatives would be able to raise the cash the budget demanded as pension and debt-servicing costs rise.

"My general view is that this is an optimistic budget, in the sense that predictions for the contraction in 2013 are very optimistic," said Xavier Vives, economist at business school IESE, adding he expected the plans to be revised as with every other budget over the last four years.

The budget is based on the assumption GDP will shrink by 0.5 percent in 2013 year-on-year, though most economists expect a deeper slump.

DEFICIT JUMP

Spain will meet its 2012 public deficit target as dictated by European guidelines, Montoro said, but the shortfall will jump by more than one percentage point if aid to its struggling banks were taken in to account.

The Spanish deficit this year would be 6.3 percent of GDP, not including these payments to its banks, he said, but would rise to 9.4 percent of GDP last year and 7.4 percent of GDP this year if the aid was considered.

"Everything within the deficit derived from financial operations aren't included ... they're considered one-offs," Montoro said.

Spain has asked for up to 100 billion euros for its crisis-hit banks, though the debate among Spain's European partners rages over whether that money would go directly to its lenders or first via public coffers.

On Friday, an independent report showed Spanish banks will need up to 59.3 billion euros in extra capital to ride out the economic downturn.

The budget details on Saturday showed Spain's debt ratio included 30 billion euros of the planned 100-billion-euro aid request for the country's banks.

Practicing Yoga When Sick with Cold or Flu Can Aid Your Recovery

I am often asked if it is appropriate to practice yoga when sick with a cold or some sort of energy-zapping bug. Some experts are convinced that rest is the best medicine when not feeling well, but practicing a little bit of yoga when you are sick can be beneficial.

The following is an explanation of why yoga can help restore your health while you are fighting an illness.

Immune Boost

Yoga stimulates the immune system by flushing swollen lymph nodes and circulating white blood cells throughout the body. Gentle inversions such as downward dog help to create a small amount of pressure on the lymphatic system so fluids can flow freely and help the body fight infection.

The key point to remember is that too much yoga is not going to be beneficial. The body uses a lot of energy when it is sick, and stealing some of that energy so you can do a full yoga practice is not advised. Practice just a few poses, and make sure you have a lot of time to rest in between each pose. If your body is telling you to stop, honor its request and take a break.

Mood Enhancement

Feeling good physically is closely related to feeling good mentally and emotionally. Yoga helps both the mind and the body perk up and be cheerful. If feeling sick has snatched up your positive outlook, yoga poses that do not require a lot of energy, such as mountain pose or a seated spinal twist, are good choices to boost your mood. Just be sure and take it slow, because when you are sick a little bit will go a long way.

Detoxification

Toxins in the form of pathogens, a.k.a. germs, make us sick. It is up to our circulatory, excretory, and integumentary systems to help rid the body of these toxins. If our heart, kidneys, and sweat glands are doing their job, we can kick out these germs in no time.

Yoga stimulates all of the body?s systems. Rhythmic breathing, along with gentle movement, flushes our organs with oxygenated blood and nutrients. Stagnation only serves to delay the onset of healing, which is why it is important to keep the body moving and the body?s systems actively working.

As always, trust that your body knows best. Practice a few key poses with caution to stimulate your body, not to annihilate your health.

Enjoying Your Deck, Patio and Porch Through ... - Home Improvement

Now that fall is officially upon us, days are gradually getting shorter and evenings chillier. That doesn?t mean that you should stop enjoying time outside on your deck. On the contrary, this is the perfect time to take advantage of any nice weather, revel in the fall colors and breathe in as much fresh air as possible before winter sets in and confines us indoors.

? Start out by giving your deck, patio or porch a good sweeping and washing to clean off the dust, dirt and cobwebs that may have accumulated over the spring and summer. The furniture could probably be wiped down too, while you?re at it. If your deck is worn out and not worth getting it all set up for fall, this is a great time of year to have your deck builder come out and give you a fresh start.

? If you depend on your trees and plants to give you privacy around your deck, you may need to create privacy in other ways once their leaves start to drop. You can set up an outdoor privacy screen or reconfigure the furniture in your lounging area to form a more intimate and private setting.

? It?s easy to cozy things up with cushions and throws. Use weather-resistant fabrics unless you plan on bringing cushions and blankets in every night or unless you have a weatherproof storage box that you place them in to keep them dry.

? Even a hammock is enjoyable at this time of year if you bring out a blanket. Look up and enjoy the color of the leaves on the trees.

? Place outdoor space heaters around the seating areas. If you have a fire pit or outdoor fireplace, now is the time to clean out the accumulated ashes from the summer and make sure the wood box is full.

? Change out your decor for more seasonal items. Lanterns, gourds and earth-tones are good for setting a cozy fall mood. Since your garden may no longer be the showstopper that was is in the summer, you may need to create a focal point to replace what is no longer in season. Potted mums are a lovely way to add color to a deck or patio at this time of year.

? Since days are getting shorter and quality of light is changing, consider making changes to your outdoor lighting. Choose your lighting according to how you use each area of the deck or yard and how much light is required for that area. Add candles, lanterns, outdoor lamps and landscape lighting for ambiance. You can also place light pucks or strands of light under handrails, deck railing or stairs. A spotlight above the grilling area is helpful so you?re sure your dinner is cooked to perfection.

If you don?t yet have a great patio, porch or deck that calls you outside to enjoy the season, it may just be time to get working on your next home improvement or call in a professional deck builder to get it done so that you can sit back and enjoy the fall colors and refreshing evenings.

3 Reasons Why Every Business Needs Product Reviews

For any company that wants to improve service provision and grow in the right direction, reviews on products have to be an important aspect of daily operations. The like it or don?t attitude of days gone by does not work anymore. Consumers have many providers to choose from and so it is your duty as a business owner to show them why you should be their preferred service provider. The customer has secured a place in today?s world as the most important player in any business transaction. Customer satisfaction comes first.

Consumers have the ability to create a chain reaction that starts with them using a particular product, liking or disliking it, expressing their satisfaction or dissatisfaction online and subsequent customers either buying or turning away from the brand. Such a chain of events has serious implications on a business and it is the role of the business owner to make sure that the implications are positive and not negative. The best way to do this is by allowing consumers to air their opinion in the form of reviews and then acting on the recommendations accordingly.

What weight do product reviews carry?

Several surveys have been carried out online and offline to try and find the extent to which a review by a consumer can influence purchasing behavior. Results indicate that many people will first look at the pricing of a service and product provider prior to making a purchase decision but they will inevitably also look at reviews about the product they find most fair priced.

The decision to buy or not is primarily determined by what a customer finds on the company website in the reviews section. There are also sites that specialize in featuring only product reviews and consumers often source for information from such sites. On average, 3-4 negative comments about a product will make the consumer look for an alternative to what they initially considered.

The reception of reviews by businesses has done many companies more good than any other strategy anyone can think of. Negative reviews can be used as turning points to leave from old ways and alter products and services to serve consumers better. Reviews do a lot for businesses and here are three invaluable benefits that any business can gain from honest and impartial reviews on products.

Promote change and product improvement

It is impractical to try and satisfy everyone?s needs as a service provider or business entrepreneur but you can certainly try to meet the needs of the most. While some reviews about your product will be partial and driven by other motives, most of them will be genuine and your clients will be reporting back genuine difficulties they have come across with your product. It may be a problem about difficulty to use the product, mechanical or compatibility problems in the case of software or some other type of problem. Whatever the case is, the company concerned should consider the review as a chance to improve on a product they already have to suit the needs of their clients. Happy clients buy more.

Highlight important sales opportunities

There is no denying that sales teams do a great job creating interest in your product and luring buyers. It is however also true that they may not be able to harness the full potential of the product and as a result under-sell the product. Reviews by customers highlight important aspects of the product that act as selling points. Missed opportunities can be pointed out by users and this can help improve the product or service greatly.

Creating brand awareness and validation

Many companies ignore or worse even block product reviews by consumers from appearing on their websites. Encouraging public participation improves online visibility for the product and brings you even more customers than before.

Know how Product Reviews, can help propel your business towards success. Also find a lot of information about the role of reviews in business.

House Beer Brings Ale Expertise to the Short North ...

There?s a new bar on High Street that?s out to expand your horizons when it comes to the beverage you thought you already knew. House Beer, an all-beer bar, is a refreshing break from the typical taps you find at most bars and it makes a concerted effort to let you know there?s far more to beer than Natty Light and Budweiser.

As a friend and I entered the bar, we were greeted by what we dubbed our ?beertenders? for the night, Lauren Paglisotti and Courtaney Wilson (who moonlights as Alanis Morissette?s twin sister?or at least she should). I explained my plight: that I have very limited experience with beer and what little I do have is unpleasant. ?You?re our favorite kind of customer,? they both laughed, and proceeded to explain the way the bar works and the many types of beers in it.

At House Beer, you can purchase beer by the bottle, take home a case, or fill up a growler to take home (think those big, old-timey booze jugs in the cartoons with ?XXX? on the bottle, but smaller and cuter). You can bring your own growler to fill up or buy one at the bar. House Beer has every type of beer you never knew existed. From lights to darks, lagers to ales to ciders, they just about have it all and I?m telling you, if you go in uneducated about beer, you definitely won?t leave that way.

The ladies were more than knowledgeable about the various complexities that go into crafting a good ale. I asked Paglisotti what in the world hops were and what was the big deal about them in beer. She told me hops are a plant of the cannabis family. They?re used to add bitterness to beer, balancing out what would otherwise be a completely sweet beverage thanks to the yeast from the barley.

Not only are hops an important piece of the flavor puzzle when it comes to beer, but so too are the other ingredients. Paglisotti explained that cheaper beers tend to have a lot of filler ingredients such as corn and rice and don?t contain as much of the flavorful barley as more expensive ones. Better beers, on the other hand, have much more barley and better quality ingredients (which, she said, is also why you tend to get less hangovers from them).

There are countless different types of beer and each of course has its own distinct flavor. Understandably then, it can be a little intimidating trying to figure out what kind you like. Fear not. If you?re unsure of how to approach testing out different ales, Paglisotti suggests approaching it in the same way you might think of trying new food. What do you like about the flavor? What do you dislike? Are you a fan of the bitterness or do you like sweet tastes better? What other flavors do you taste in there?

Besides the extensive knowledge they provide, another unique offering from House Beer is its monthly book club. Wilson said that each month a new book is selected and is paired with a different beer. This month?s selection was suspenseful killer thriller Gone Girl by Gillian Flynn and was appropriately paired with Monk?s Blood, a spicy, sanguine-colored beer. Next month?s pick is Divergent by Veronica Ross (the beer is undecided so far).

With the only signage being the House Beer logo on the two glass doors, House Beer is an unsuspecting little place that?s easy to miss driving down High Street, and almost as easy to pass by on foot. The interior is probably the size of a large living room in a log cabin and coincidentally (or maybe not so much), it feels that way too. The interior is made completely of wood, including the very unique tabletops made of large slabs of sliced and glossily shellacked trees. Dim track lighting with hanging light bulbs throughout the room gives an unusually comfortable and cozy feeling to the place.

House Beer describes itself as ?a bottle shop and ale house dedicated to providing local art, culture, and beer education.? They really seem to get that there is a plethora of us who are under-informed about beer. So do yourself a favor and go learn all about it down at House Beer. It?s the most fun you?ll have getting an education since your college days?plus the beer is way better.

Giant Gas Cloud Surrounds Our Milky Way Galaxy

Astronomers have discovered a cloud of gas engulfing our Milky Way galaxy that weighs as much as all the stars inside our galactic home. If the size and mass of this cloud is confirmed, it may solve a longstanding astronomical mystery, experts say.

The cloud, called a halo, appears to be enormous, extending hundreds of thousands of light-years across. Scientists suspect it is composed mainly of hydrogen, with some oxygen and other elements. The halo's temperature, size and mass were estimated using data from NASA's Chandra X-ray Observatory, the European Space Agency's XMM-Newton space observatory and Japan's Suzaku satellite.

Researchers think the mass inside this halo could be the answer to what's called the "missing baryon problem." Baryons are a class of subatomic particles that includes the protons and neutrons that make up the atoms inside stars and galaxies.

Theories of the formation and evolution of the universe predict there should be many more baryons than we see. In fact, the baryons that have been accounted for in our local cosmic neighborhood are only half of those predicted to exist there. [8 Baffling Astronomy Mysteries Today]

Galaxy-shrouding gas haloes, such as the one around the Milky Way, may be the hiding spot for many of these missing baryons.

"Although there are uncertainties, the work by Gupta and colleagues provides the best evidence yet that the galaxy's missing baryons have been hiding in a halo of million-Kelvin gas that envelopes the galaxy," NASA officials wrote in a statement. "The estimated density of this halo is so low that similar halos around other galaxies would have escaped detection."

Initial signs of our galaxy's halo came from the Chandra observatory, which observed eight objects shining brightly in X-ray light, and found that some of this light was being absorbed by charged oxygen atoms around the Milky Way. Scientists determined that this absorbing gas is between 1 million and 2.5 million Kelvin (1.8 million and 4.5 million degrees Fahrenheit) ? a few hundred times hotter than the surface of the sun.

"We know the gas is around the galaxy, and we know how hot it is," Anjali Gupta, lead author of a paper reporting the findings in The Astrophysical Journal, said in a statement. "The big question is, how large is the halo, and how massive is it?"

Follow-up observations by the XMM-Newton and the Suzaku satellite indicate that the gas is as heavy as 10 billion to 60 billion suns.

"Our work shows that, for reasonable values of parameters and with reasonable assumptions, the Chandra observations imply a huge reservoir of hot gas around the Milky Way," said co-author Smita Mathur of Ohio State University in Columbus. "It may extend for a few hundred thousand light-years around the Milky Way or it may extend farther into the surrounding local group of galaxies. Either way, its mass appears to be very large."

Six weeks from Election Day, President Barack Obama?s campaign has momentum _ and a big case of the nerves. But they also warn that there?s still plenty of time for the race to change course. (AP) ? Six weeks from Election Day, President Barack Obama's campaign has momentum ? and a big case of nerves.

Top advisers are both relishing in Obama's edge in key battleground state polling and warning it can change in an instant. They're wary of the many factors that still could derail the Democrat's campaign, from simmering tensions in the Middle East to the three high-stakes presidential debates. They're worried, too, about a flood of negative advertisements from Republican-leaning outside groups and potential complacency among Democratic voters and volunteers who think the race is a lock for Obama.

Also weighing on them: unforeseen domestic or international events that can shake up a close race in the homestretch.

"I can only worry about what I can control," says Jim Messina, Obama's campaign manager.

For now, that means the overall campaign strategy.

Yet, even there, Obama's team is being careful: the Democrat is considering making a late play for traditionally Republican Arizona ? either to win it or to force rival Mitt Romney to spend money to protect GOP turf ? but advisers are weighing the potential that a move like that could backfire by leaving fewer resources for more competitive states.

With just over 40 days until the election and with many states already voting, public and internal polls show Obama leading Romney in many of the eight or so battleground states that will determine the election. But both campaigns are mindful that much can happen in the homestretch, and advisers for each candidate expect the numbers to tighten as more voters tune into the race in the final weeks. By the day, both sides are adjusting their strategies in key states and monitoring how, in voters' eyes, signs of growth in the economy square with an unemployment rate that remains above 8 percent.

The race had been deadlocked until recently when Obama edged ahead in polling after his convention. Even so, neither candidate has been able to put the race out of reach of their opponent, despite the sluggish economy Obama has presided over and a series of missteps by Romney.

At Obama's Chicago campaign headquarters, the mood underscores the balance the campaign is trying to strike: optimism about the trajectory of the race with cautiousness about all the things that could shift the dynamics.

Obama aides are focused on bolstering get-out-the-vote operations in battleground states to buffer against any late shifts in the race, countering negative ads by a crush of Republican-leaning super political action committees ? and living by the mantra of not making too much out of any one poll or event.

Last week, campaign staffers were ordered to be restrained in their response and avoid appearing as though they were declaring victory prematurely when a video surfaced showing Romney telling wealthy donors that 47 percent of Americans believe they are victims. And earlier this month, the campaign sought to keep its focus on the economy, the No. 1 issue for voters, rather than get dragged into a foreign policy debate after a U.S. ambassador and three other Americans were killed in Libya.

The worry about next week's presidential debate ? the first of three in as many weeks ? is clear at the downtown high rise that houses Obama's campaign inner circle and hundreds of staffers. On Oct. 3, most Americans will for the first time see the two men standing side by side, a visual that could make Romney seem more presidential to some voters. And the high-stakes showdowns always carry the potential for a slip-up that can be hard to recover from just weeks before Election Day.

Obama has spent the past few weeks preparing for the debates, though advisers won't say much about it ? other than to try to lower expectations for Obama and raise them for Romney.

Advisers argue that the debate format ? limited to 90 minutes ? works against the sometimes long-winded Obama, who they cast as the underdog on a debate stage.

As Obama adviser Robert Gibbs put it in a CBS interview: "Mitt Romney, I think, has an advantage because he's been through 20 of these debates in the primaries over the last year. He even bragged that he was declared the winner in 16 of those debates."

For all the concerns, even the most anxious Obama aides take some measure of comfort in an Electoral College map that favors the president. He has more pathways to victory than Romney, whose route to the White House becomes all but impossible without a victory in Florida, where polls show the race is tight, or Ohio, where Obama has pulled ahead in surveys.

Signaling confidence, Obama's team is considering competing in Arizona.

Obama looked at competing in Arizona in 2008, but decided against it because of the support there for home state Sen. John McCain, the GOP nominee. Obama still won 45 percent of the vote.

This year, Obama's team talked early on about running in Arizona, which offers 11 electoral votes, but it never did. Now, with an internal Democratic poll showing Obama narrowly leading Romney, Obama's team might make a play for the state that has seen a 160,000 increase in voter registrations by Democratic-leaning Hispanics over the past four years.

Buying television time in Phoenix, the state's largest city, is expensive and Obama advisers are closely watching their finances.

That's not to say that competing in Arizona would be all about winning: going up on the air in the state ? or sending the president in to campaign there, could force Romney to spend valuable resources defending a state he should be able to count on in the quest to reach 270 Electoral College votes needed for victory.

(AP) ? Egypt's new President Mohammed Morsi, making his debut on the global stage at the United Nations, said Wednesday that he will not rest until the civil war in Syria is brought to an end.

He called the fighting there, which opposition groups say has killed at least 30,000 people, the "tragedy of the age" and one that "we all must end." And he invited all nations to join an effort to stop the bloodshed that began about 18 months ago when opposition figures rose up against President Bashar Assad's regime.

Morsi, an Islamist and key figure in the once-banned Muslim Brotherhood, opened his remarks to the U.N. General Assembly by celebrating himself as Egypt's first democratically elected leader who was swept into office after what he called a "great, peaceful revolution."

He said the first issue for the world body should be certifying the rights of the Palestinian people.

"The fruits of dignity and freedom must not remain far from the Palestinian people," he said, adding that it was "shameful" that U.N. resolutions are not enforced. He decried Israel's continued building of settlements on territory that the Palestinians claim for a future state in the West Bank.

On another subject, Morsi condemned as an obscenity the video produced in the United States that denigrated Islam's Prophet Muhammad. He insisted that freedom of expression does not allow for attacks on any religion.

Morsi also condemned the violence that swept Muslim countries last week in reaction to the video. At least 51 people were killed, including the U.S. ambassador to Libya and three other Americans targeted in an attack on the U.S. consulate in Benghazi.

He appeared to have been responding to President Barack Obama's General Assembly speech Tuesday in which the U.S. leader again condemned the video but sternly defended the U.S. Constitution's guarantees of free speech.

Morsi did not explain what limitations he felt should be placed on free speech but said the video and the violent reaction to it demanded "reflection." He said freedom of expression must be linked with responsibility, "especially when it comes with serious implications for international peace and stability."

Earlier Wednesday, Iranian leader Mahmoud Ahmadinejad, known for past fiery denunciations of the United States and Israel, spoke at length about his vision for a new world order without the "hegemony of arrogance." And of Israel, he cited what he termed the "continued threat by the uncivilized Zionists to resort to military action against our great nation."

He did not refer to Iran's nuclear program. Israel and Western nations contend that Tehran is using what it insists is a peaceful nuclear program as a cover for developing the ability to build atomic weapons. Iran is suffering under tough sanctions as punishment for Iran's failure to cooperate with the U.N. nuclear watchdog agency to prove the peaceful nature of its drive to enrich uranium to levels that could be used to build a nuclear weapon.

Israel has threatened a military strike against Iranian nuclear installations, but Obama insists that time remains to solve the dispute through diplomacy. Obama has vowed, however, to stop Tehran from obtaining a nuclear arsenal.

The U.S. delegation boycotted Ahmadinejad's speech in response to the "paranoid theories and repulsive slurs against Israel" included in a separate address delivered by the Iranian president on Monday.

"It's particularly unfortunate that Mr. Ahmadinejad will have the platform of the U.N. General Assembly on Yom Kippur, which is why the United States has decided not to attend," Erin Pelton, spokeswoman for the U.S. Mission to the U.N. said in a statement.

Another Arab leader making his first appearance at the U.N. General Assembly's annual ministerial meeting after being swept into power by the Arab Spring revolutions was Yemen's President Abed Rabbo Mansour Hadi. He took office in February after more than a year of political turmoil and is now trying to steer his country's democratic transition.

Hadi called on the U.N. to grant membership to Palestine and support a transfer of power in Syria.

"The only option for our brothers in Syria is to agree on an initiative ... for peaceful change and transfer of power through ballot boxes," he said.

Also Wednesday, members of the U.N. Security Council are scheduled to discuss change in the Arab world. With no sign of an end to the Security Council's paralysis over intervening to end the raging Syrian civil war, Germany's U.N. Ambassador Peter Wittig said his country chose to focus the council's ministerial session on something new and positive in the Mideast ? "the emergence of the Arab League as a regional actor that has proved to be essential for conflict resolution."

The 21-member Arab League has shaken off decades of near total submission to the will of the region's leaders and is seeking to transform itself after the seismic changes brought about by the Arab revolutions. The league has supported the rebels who ousted Libyan leader Moammar Gadhafi and suspended Syria in response to Assad's brutal crackdown against his opponents.

"This organization is promoting the values that the United Nations is standing for ? human rights, rule of law, democracy, pluralism," the fight against corruption and promoting economic opportunity, Wittig said.

As rebels claimed credit Wednesday for a strike on Syria's army command headquarters in Damascus, Arab League Secretary-General Nabil Elaraby said that advances by the opposition could lead to a break in the impasse.

"Either there will be a political solution, and here the government is not going to budge, or there will be a change in the situation there," he said. "The more the opposition gains ground, the more this will be easier."

Tunisian President Moncef Marzouki, who was swept to power after protests in his country kicked off the Arab Spring, told reporters that the Arab League must act immediately to protect the lives of Syrians.

"The Syrian people haven't been backed as they deserve, and it's now our responsibility as Arabs to back these people against a bloody dictator who's obviously decided to burn the whole country to stay in power," he said.

Gingrich: Voters seeking gov't aid at ?heart of the Obama majority?

Newt Gingrich (Win McNamee/Getty Images)

Newt Gingrich has watched the videos showing Republican presidential nominee Mitt Romney telling donors that the "47 percent" of the population who pay no income taxes will support President Barack Obama "no matter what."

Romney was right in one sense, Gingrich insists. But, he's also dead wrong.

First, what Romney got wrong: It is a mistake to write off nearly half the population as Obama supporters, Gingrich said. His reading of the election?and history?suggests Romney is underestimating his support. If Romney truly believes that 47 percent opposes him, he does so at the party's peril.

"I think that's false. Period," Gingrich told Yahoo News in an interview. "What he was saying was specifically about voting patterns. I actually don't agree with it. I'm a Reaganite, I think that we have an opportunity to win much bigger elections. I don't believe in fighting between 47 and 53 percent. I believe in trying to get to 60 and to keep pounding away to create much bigger margins."

And what did Romney get right? While his analysis of the electorate was misguided, Gingrich backed up Romney's general assessment that many Obama supporters consider themselves "victims who believe the government has a responsibility to care for them." For evidence, Romney's former rival pointed to another set of videos.

"Go watch tapes from the Democratic convention," Gingrich said. "You have people who had extraordinary opportunities in the most open society in the world who explain how they're victimized and government should take care of them. It's the heart of the Obama majority, people who would like someone to take care of them."

(AP) ? Two sheriff's deputies were shot Tuesday in suburban San Diego while investigating a case of possible child abuse, and the child-abuse suspect was also shot, authorities said.

The shootings occurred shortly after noon when the deputies arrived at an apartment in Lakeside, a semi-rural community east of San Diego, said San Diego County sheriff's Capt. Duncan Fraser. He declined to elaborate on the circumstances, including who fired the shots.

The sheriff's department said in a statement that it had "many witnesses to talk to and evidence to gather."

Fraser didn't know whether any of the injuries were life-threatening or what condition the victims were in. The deputies underwent surgery at Sharp Memorial Hospital in San Diego, according to the sheriff's department, which did not disclose where the suspect was being treated.

"We're hoping for the best, obviously," Fraser said.

According to U-T San Diego, a woman said deputies went to the apartment she shares with her boyfriend after she found pornographic pictures of him with her two young daughters on his cellphone. She reported the photos to sheriff's investigators, who listened in on a call in which she confronted her boyfriend and he told her he was offered $50,000 to post the images on the Internet.

The woman, who was not identified by the newspaper to protect her children's identities, said she heard deputies arrive at the apartment while she was on the phone. She heard gunshots and someone say, "Officers down."

The woman told the newspaper that the boyfriend said he shot himself and she heard him surrender.

Jeffrey Miller, 20, heard gunshots and came out of his apartment and saw deputies pulling another deputy on to the grass.

"It was kind of confusing, everything was happening," he said.

The shootings occurred near El Capital High School, which was briefly put on lockdown. Residents were evacuated from the apartment complex where the shootings occurred, and surrounding streets were closed.

Fraser said the last time two San Diego sheriff's deputies were involved in a single shooting was in the 1980s.

Kim Dotcom Reviving Megaupload as Copyright Case Could Be ...

News has emerged that Kim Dotcom, notorious businessman and founder of MegaUpload.com, is reviving the service. Back in January the U.S. Department of Justice seized the domain names and sites over copyright infringement issues. According to reports, coding work for the new MegaUpload is nearly finished, servers have been ordered, and investors are lining up.

Dotcom has faced a series of legal issues since the initial seizure and arrest; however a recent development revealed that the prosecution in the case against Dotcom relied on what amounts to illegal government intelligence agency surveillance by the Government Communications Security Bureau (GCSB).

?I?m now a real life James Bond villain in a real life political copyright thriller scripted by Hollywood & the White House. I welcome the inquiry by [the Prime Minister] into unlawful acts by the GCSB. Please extend the inquiry to cover the entire Crown Law Mega case,?

New Zealand law prohibits such surveillance on its citizens and permanent residents. The matter is a significant threat to the case. With this failed prosecution about to be cashed in, Dotcom can essentially put that behind and operate once again. He also appears to be doubling down, adding:

?We are building a massive global network. All non-US hosters will be able to connect servers & bandwidth,?

Reported additional features include encrypted file transfers and other security measures.

Ever defiant and always willing to focus attention on himself , Dotcom is seldom at a loss for statements and has become sort of a folk hero to the pirate community. This new venture toes the line between hacktivist and capitalist, playing both roles in what is perhaps a winning strategy towards a quickly revived service. While the criminal case is ongoing, he has purportedly drummed up investors and partners in this and that marks some outside bets that the service will be a success in spite of the disintegrating legal troubles. The legalities may continue for some time, but with a significant part of the case in question, it appears that Dotcom will break free of existing charges. He has reported spent millions on legal counsel already. Dotcom also vehemently objects to the U.S. actions against his empire, placing square blame against President Obama and his administration.

The net effect of the MegaUpload.com seizure and prosecution has done little to stem the amount of internet piracy. There have always been alternatives for file sharing, and the truly determined find ways of getting this information out there. Recent events have taken down the bit torrent site Demonoid and arrested founding parties from The Pirate Bay. Neither action has slowed or stemmed the sharing of files significantly for very long. Dotcom no doubt sees this opportunity and is planning to step right in, and use this newfound notoriety to bring MegaUpload.com back with a vengeance.

Imelda Marcos' vast shoe collection ruined

Termites, storms and neglect have damaged part of former Philippine first lady Imelda Marcos' legendary stash of shoes and other vanity possessions, left behind after she and her dictator husband were driven into U.S. exile by a 1986 popular revolt.

Hundreds of pieces of late strongman Ferdinand Marcos' clothing, including the formal native see-through Barong shirts he wore during his two-decade rule, have also begun to gather mold and fray after being stored for years without protection at the presidential palace and later at Manila's National Museum, officials told The Associated Press on Sunday.

The Marcoses fled the Philippines at the climax of the army-backed "people power" revolt, which became a harbinger of change in authoritarian regimes worldwide. Ferdinand Marcos died in exile in Hawaii in 1989 and his widow and children returned home years later.

They left behind staggering amounts of personal belongings, clothes and art objects at the palace, including at least 1,220 pairs of Imelda Marcos' shoes.

More than 150 carton boxes of clothes, dress accessories and shoes of the Marcoses were transferred to the National Museum for safekeeping two years ago after termites, humidity and mold threatened the apparel at the riverside palace. There they deteriorated further as the fragile boxes were abandoned in a padlocked museum hall that had no facilities to protect such relics and that was inundated by tropical storm rains last month due to a gushing leak in the ceiling, museum officials said.

7.6-magnitude earthquake strikes off Philippines

Museum staffers, who were not aware the boxes contained precious mementoes from the Marcoses, opened the hall on the fourth floor of the building after noticing water pouring out from under the door. They were shocked to see Marcos' shoes and gowns when they opened the wet boxes, officials said.

Workers hurriedly moved the boxes to a dry room and some were later brought to a museum laboratory, where a small team of curators scrambled to assess the extent of the damage, a process that may take months given the huge volume of the apparel. Some items have obviously been damaged by termites and mold beyond repair, according to museum curator Orlando Abinion, who is heading the effort.

"We're doing a conservation rescue," Abinion told the AP. "There was termite infestation and mold in past years, and these were aggravated by last month's storm."

"It's unfortunate because Imelda may have worn some of these clothes in major official events and as such have an important place in our history," he said.

Two AP journalists saw a badly tattered box at the museum with damaged and soiled leather bags and designer shoes of Imelda Marcos' bulging out. Termites damaged the heel and sole of a white Pierre Cardin shoe. Other shoes had been warped out of shape or messed by stains.

About 100 of Ferdinand Marcos' Barong shirts were squeezed tight into another box, some still attached to plastic hangers. A white Barong shirt on top, with the colorful presidential seal emblazoned on its pocket, looked disheveled with reddish stains and a sleeve nearly torn off.

Imelda Marcos, now a member of the House of Representatives, was not immediately available for comment Sunday.

'A little fixing up'? Philippines hides slum behind wall ahead of poverty conference

Her massive shoe collection, including top U.S. and European brands, astounded the world and became a symbol of excess in the Southeast Asian nation, where many still walked barefoot out of abject poverty.

Ferdinand Marcos' successor, democracy icon Corazon Aquino, accused him of stealing billions of dollars during his 20-year rule and ordered many of his assets seized.

The clothes and shoes of the Marcoses were not among the assets allegedly stolen by them and sequestered by the government following the dictator's fall, according to Presidential Commission on Good Government official Maita Gonzaga. The government has so far recovered $2.24 billion worth of cash, bank accounts and prime real estate from the Marcoses and their cronies, she said.

After the 1986 revolt, Aquino had Imelda Marcos' shoes displayed at the presidential palace as a symbol of the former first lady's lavish lifestyle. The shoes were then removed from public view and stored in the palace basement when Aquino stepped down in 1992.

Imelda Marcos claimed many of the shoes were gifts from Filipino shoemakers in suburban Marikina city, the country's shoemaking capital, for endorsing their products. Marikina officials borrowed 800 pairs of her shoes in 2001 for a shoe museum, which has become a tourist spot. Massive flooding, however, damaged dozens of pairs of Marcos' shoes in Marikina in 2009.

About 765 pairs, including famous brands like Gucci, Charles Jourdan, Christian Dior, Ferragamo, Chanel and Prada, survived the Marikina floods. The shoes still look remarkably new due to meticulous museum care, which includes displaying them in airtight and dust-free glass cabinets in an air-conditioned gallery, away from direct sunlight. The shoe collection draws a daily crowd of 50 to 100 Philippine and foreign tourists, who almost always leave in awe, museum manager Jane Ballesteros said.

"The first word they utter is 'Wow,' followed by the question, 'Was she able to wear all of these?'" Ballesteros said. "When I say, yes, look at the scratches on the soles, the next reaction is, 'Really?'"

"It's amusing," Ballesteros said. "Her shoes never fail to astound people years after."
